The article describes the psychological characteristics of the population of Siberia, associated with ethno-cultural, denominational differences, rooted in the history of development of Siberia. It is suggested that for the modernization of social services of municipalities must take into account the psychological characteristics of the population and shows the general and specific features of Russian and Buryat living in the territory of Eastern Siberia.
